Public Transport Officer

Main purpose of Job:

As a member of our small Transport team, you will support the Team Leader in managing the Bus Service Improvement Plan, fostering Enhanced Partnerships, and initiating bids for public transport funding from various sources. The role will support the development and implementation of the Council's public transport policies and strategies. Specifically, you will support the development and delivery of the Bus Service Improvement Plan, aid in the activities of the Enhanced Partnership and monitor the Real Time Passenger scheme. You will work with internal, public and private stakeholders to promote integrated transport related schemes.
We are seeking an officer with experience in public transport legislation, local transport policy and planning, and a comprehensive understanding of bus industry operations. The selected officer must have an understanding of securing bus improvements through the planning process and experience in partnership building with bus operators and expeirnce in active travel intitiatives would be advantageous.

Experience -

Effective strategy development experience and report writing skills, able to make recommendations for decision making.

Experience in developing and presenting reports and briefings for senior decision makers at committees or other meetings with minimal managerial oversight.

Experience of developing and leading partnership projects between different statutory agencies, third sector stakeholders and local businesses.

Experience in public transport legislation, polices, local transport policy and planning, and a comprehensive understanding of bus industry operations

Knowledge-

Specialist technical knowledge and expertise relevant to the field of work

Well-developed knowledge of political environment, legislative framework, and regional and national drivers in this area.

Knowledge of the workings of the bus industry, and the differences between commercial and subsidised operations.

A thorough understanding of equal opportunities, health and safety and methods of applications within this job.

Knowledge of the the bus industry, particularly the Transport Act 2000 and the Bus Services Act 2017 inlcuding understanding of the legal duties and requirements placed on the Council with regard to service registrations, tendering and concessionary fares.
